Abstract: The Technical Information Processing System (TIPS) is a computer system which has been jointly developed by the Office of Surface Mining Reclamation and Enforcement (OSM) and the States. The system provides the regulatory agencies with a comprehensive set of analytical tools to aid in technical decision-making processes related to the Surface Mining Control and Reclamation Act (SMCRA).
