Abstract: This project has three components. Section one is a review of legal and academic documents and literature relating to the Crown’s legal duty to consult with Aboriginal groups. Section two is an overview of Indian and Northern Affairs Canada-Northwest Territories Region’s operational response in meeting the Crown’s common law duty to consult with Aboriginal groups. The final section presents a case study that builds on the context and requirements set out in sections one and two to address the question of how to set up a consultation working group in the Dehcho region of the Northwest Territories.
